AN ACT CONCERNING THE CONNECTICUT STATE UNIVERSITY SYSTEM. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The chairpersons, vice-chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to higher education shall develop plans for (1) the elimination of the Board of Trustees for the Connecticut State University System established under section 10a-88 of the general statutes; (2) the establishment of a board of trustees for each of the four universities within the Connecticut State University System, that shall include nine members appointed by the Governor and confirmed by the General Assembly, a chairperson appointed by the Governor, and a member of the student body of the Connecticut State University System; (3) the establishment of an Executive Board of the Connecticut State University System that shall (A) include (i) an executive director retained by said executive board, (ii) the president of each of the four universities within said system, (iii) the chairpersons of each of the boards of trustees, and (iv) the Commissioner of Higher Education, and (B) be responsible for the following tasks with regard to the four universities within said system: (i) Governance and policy, and (ii) oversight of operating funds and appropriations made pursuant to section 10a-8 of the general statutes; (4) the establishment of a Coordinating Council for the Connecticut State University System that shall (A) include (i) the president of each of the four universities within said system, who shall act as chairperson of the Coordinating Council on a rotating basis, and (ii) the executive director of the Executive Board, who shall serve as executive director of the Coordinating Council, and (B) be responsible for the following tasks with regard to the four universities within said system: (i) Budgeting and finance, (ii) human resources, (iii) facilities planning, (iv) bonding, (v) audits, (vi) government relations, (vii) coordination of information and technology, (viii) transfer and articulation, and (ix) maintaining common standards among the four universities; and (5) transfer the following Connecticut State University System responsibilities: (A) Student affairs, (B) continuing education, (C) institutional support, (D) information technology, (E) public relations and communications, (F) campus safety, (G) institutional advancement, and (H) auxiliary services, to the existing staff of each of the four universities within said system. On or before June 1, 2011, the chairpersons, vice-chairpersons and ranking members shall draft legislation necessary for the implementation of such plans.

 


This act shall take effect as follows and shall amend the following sections:
