AN ACT CONCERNING RENEWABLE RESOURCE GENERATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective from passage) On or before October 1, 2011, the Department of Public Utility Control, in a contested case, shall develop a request for proposals for renewable generation in the state. Proposals submitted in response to such request may include cost-recovery methodology, which may include, but not be limited to, cost-of-service or production-based payments. An electric distribution company may submit proposals in response to such request on the same basis as other respondents to such request. The department shall initiate a docket to determine the proposal resulting in the least cost to ratepayers but may reject all proposals.
This act shall take effect as follows and shall amend the following sections:
