AN ACT DIRECTING THE PROGRAM REVIEW AND INVESTIGATIONS COMMITTEE TO STUDY THE STATE SPENDING CAP.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Legislative Program Review and Investigations Committee shall study the state spending cap established under section 18 of article third of the Connecticut Constitution and section 2-33a of the general statutes. The study shall examine (1) the effectiveness of the cap in meeting its constitutional and statutory charges, (2) the manner in which federal mandates and other requirements under the Patient Protection and Affordable Care Act and other federal legislation should be treated in relation to the spending cap, and (3) any unintended consequences of the cap.

(b) Not later than February 1, 2012, said committee shall submit a report of its findings and recommendations with respect to the study specified in subsection (a) of this section to the General Assembly, in accordance with section 11-4a of the general statutes.
