Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) The Commissioner of Social Services, or the commissioner's designee, in consultation with the Commissioners of Mental Health and Addiction Services, Developmental Services and Children and Families, or such commissioner's designees, shall study the state Medicaid program to identify any means by which the state may achieve savings in said program. (b) On or before November 15, 2011, the Commissioner of Social Services shall submit a report to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies, human services and public health, in accordance with section 11-4a of the general statutes, summarizing the results of the study conducted under subsection (a) of this section and recommending any changes to the Medicaid program necessary to achieve savings.
