Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) Any person operating a vehicle under the authority of a permit issued pursuant to section 14-270 of the general statutes shall be authorized to operate on routes not specified in such permit in order to seek refuge during inclement weather and shall be authorized to return to routes specified in such permit after the inclement weather has ended. If such permit specifies the hours of travel, such person shall be authorized to exceed such hours by a reasonable period of time based on the circumstances of such inclement weather. (b) Any person operating a vehicle under the authority of a permit issued pursuant to section 14-270 of the general statutes who is unable to reach the destination specified in such permit within the hours of travel specified in such permit because of delays resulting from traffic congestion or incidents shall be authorized to exceed the hours of travel specified in the permit by a reasonable period of time, based on the circumstances of such traffic congestion or incidents.
