AN ACT CONCERNING RESIDENCY RESTRICTIONS FOR CERTAIN REGISTERED SEXUAL OFFENDERS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective October 1, 2011) (a) No person who is convicted of a violation of section 53a-70, 53a-71 or 53a-72a of the general statutes, where the victim of the offense was under sixteen years of age, and is required to register under chapter 969 of the general statutes on account of such conviction, may, upon release into the community, reside within two thousand feet of the real property comprising a public or private elementary or secondary school or a facility providing child day care services, as defined in section 19a-77 of the general statutes.
(b) The provisions of subsection (a) of this section do not apply if (1) the person has established a residence within two thousand feet of such property prior to the effective date of this section, or (2) the school or facility is newly located on or after the effective date of this section within two thousand feet of such person's residence.
(c) Any person who violates the provisions of this section shall be guilty of a class A misdemeanor.

Statement of Purpose:
To require persons convicted of the sexual assault of a child to reside at least two thousand feet away from a school or child day care center.
