AN ACT INCREASING THE PENALTY FOR MANSLAUGHTER IN THE SECOND DEGREE WITH A MOTOR VEHICLE . Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 53a-56b of the general statutes, concerning manslaughter with a motor vehicle while under the influence of intoxicating liquor or any drug or both, be amended to reclassify the offense as a class B felony with a minimum term of imprisonment of ten years which may not be suspended or reduced by the court. Statement of Purpose: To increase the maximum authorized term of imprisonment for the offense of manslaughter with a motor vehicle while under the influence of intoxicating liquor or any drug or both, and require the imposition of a ten-year mandatory minimum term of imprisonment.
