16 | - | Section 1. (NEW) (Effective from passage) Any wholesaler who provides a collection system for thermostats that contain mercury shall accept such thermostats from any member of the public. | |

30 | + | (NEW) (g) On and after October 1, 2011, any person who: (1) Has submitted a plan to the commissioner, pursuant to subsection (a) of this section, for a collection system that reasonably enables the collection of mercury-added products, and (2) sold thermostats in this state prior to July 1, 2006, that have a mercury content that exceeds one hundred milligrams shall include in such person's collection program a five-dollar payment to any member of the public who provides such collection program with a thermostat that was purchased on or before June 30, 2006. | |
