AN ACT PROVIDING IN-STATE TUITION TO UNEMANCIPATED PERSONS WHO INTEND TO BECOME PERMANENT RESIDENTS OF CONNECTICUT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 10a-29 of the general statutes be amended to allow an unemancipated person whose parents are domiciled out-of-state to be classified as an in-state student for tuition purposes provided such person demonstrates a true intent to become a permanent resident of this state.

Statement of Purpose: 

To allow certain emancipated persons who previously resided with their parents out-of-state to qualify for in-state tuition provided they can establish a true intent to become a permanent resident of Connecticut.
