2421 AN ACT CONCERNING THE CONTACT LIST FOR MEMBERS OF THE ARMED FORCES AND VETERANS.

2623 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (NEW) (Effective October 1, 2011) The Commissioner of Motor Vehicles shall inquire on the application for a motor vehicle operator's license under section 14-36 of the general statutes and the application for an identity card under section 1-1h of the general statutes whether an applicant is a veteran or member of the armed forces who would like to receive information regarding benefits for veterans. If such applicant indicates that he or she is a veteran or member of the armed forces who would like to receive such information, the commissioner shall forward to the Department of Veterans' Affairs the name and address of such applicant.

30-Sec. 2. Subsection (b) of section 27-100c of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2011):

32-(b) The Department of Veterans' Affairs shall develop and maintain a service members' and veterans' contact list, consisting of only the names and mailing addresses of service members and veterans who reside in this state, using information in the department's records and information submitted to the department by (1) the Military Department, as provided in subsection (c) of this section, (2) the assessor of each town, as provided in subsection (d) of this section, [and] (3) service members or veterans, as provided in subsection (e) of this section, and (4) the Commissioner of Motor Vehicles, as provided in section 1 of this act.

25+That the general statutes be amended to provide (1) that the Department of Motor Vehicles shall include on any new or renewal application for a driver's license or state identification card a question asking whether the applicant is a member of the armed forces or a veteran who would like to receive information regarding veterans' benefits, (2) that the Department of Motor Vehicles, upon an affirmative response by such applicant, shall forward the name and address of the applicant to the Department of Veterans' Affairs, and (3) that upon receipt of such information, the Department of Veterans' Affairs shall add the contact information of such applicant to the contact list for members of the armed forces and veterans established in subsection (b) of section 27-100c of the general statutes.
