21 | 21 | AN ACT CONCERNING DRUG TESTING FOR RECIPIENTS OF CASH ASSISTANCE BENEFITS. | |

23 | 23 | Be it enacted by the Senate and House of Representatives in General Assembly convened: | |

25 | 25 | That title 17b of the general statutes be amended to require periodic drug testing of each person age eighteen and older who receives state cash assistance benefits. On the first occasion that a recipient of cash assistance tests positively for use of an illegal drug, the recipient shall be required to undergo an evaluation for drug dependence by a health care provider and, if recommended by such health care provider, shall be required to complete a drug education or treatment program. On the second occasion that a recipient of cash assistance tests positive for use of an illegal drug, the recipient shall be required to complete a drug education or treatment program. On the third occasion that a recipient of cash assistance tests positive for use of an illegal drug, or, if such recipient fails to complete a required drug education or treatment program, the recipient shall be ineligible to receive cash assistance benefits and such cash assistance benefits shall be terminated. | |
