AN ACT CONCERNING THE DEVELOPMENT OF A PLAN TO RAISE THE AVERAGE SCORE ON THE READING COMPONENT OF THE THIRD GRADE MASTERY EXAMINATION FOR CERTAIN TOWNS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 10 of the general statutes be amended to require the Department of Education to develop a plan to raise the average scores on the reading component of the third grade state-wide mastery examination, pursuant to section 10-14n of the general statutes, for the towns of Bridgeport, Hartford, New Britain, New Haven, New London, Waterbury and Windham to the state-wide average on such mastery examination by July 1, 2016.

Statement of Purpose: 

To ensure that third grade students that reside in the state's major cities read at the level of the state-wide average for third graders within five years.
