AN ACT CONCERNING THE USE OF BOND PROCEEDS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to provide that bond proceeds may only be used for the program or project specifically authorized by the General Assembly and allocated by the State Bond Commission.
Statement of Purpose:
To prohibit the use of any bonding proceeds to cover budgetary expenses.
