AN ACT CONCERNING STATE REGULATIONS THAT EXCEED FEDERAL STANDARDS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 4-170 of the general statutes be amended to require each state agency to include in its submission to the standing legislative regulation review committee of a proposed regulation that exceeds federal standards a plain language explanation of the reason for exceeding such standards.
Statement of Purpose:
To require state agencies to explain the need for regulations that exceed federal standards.
