AN ACT CREATING A PROGRAM TO ENCOURAGE RESIDENTS TO REMAIN IN DISTRESSED MUNICIPALITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to establish a program directing the Department of Economic and Community Development to work with municipal leaders, the Office of the State Treasurer and other appropriate state agencies to develop and implement a program to provide incentives for (1) residents and families to remain in distressed municipalities, and (2) businesses to hire residents of distressed municipalities. Statement of Purpose: To provide an incentive for families to remain in urban neighborhoods instead of relocating to suburban or wealthier urban neighborhoods.
