2623 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (NEW) (Effective October 1, 2011) The Department of Transportation shall install, at the end of ramps from limited access highways that are used by vehicles to exit such highways, a device that will puncture the tires of a motor vehicle attempting to enter any such highway by means of such ramp.
