AN ACT STREAMLINING AND CREATING A MORE EFFICIENT AND BUSINESS-FRIENDLY REGISTRATION PROCESS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) On or before January 1, 2012, and annually thereafter, the Commissioner of Economic and Community Development, in consultation with the Secretary of the State, shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to commerce. Such report shall make recommendations for educating businesses, at the time of registering or making any filing with the Secretary of the State as required by title 33 or 34 of the general statutes, as the case may be, on any licensing requirement, tax incentive program or economic development agency assistance available to such businesses, and shall include recommendations for administrative or legislative action related to educating such businesses and encouraging emerging businesses in the state. 

Sec. 2. (Effective from passage) On or before January 1, 2012, in consultation with the Commissioner of Economic and Community Development or his or her designee, the Secretary of the State or his or her designee shall, within existing budgetary resources, establish policies and procedures for facilitating and expediting business registration in the state.

Statement of Purpose: 

To require the Commissioner of Economic and Community Development, in consultation with the Secretary of the State, to report to the Commerce Committee on ways to provide new businesses with information on any license requirement, tax incentive program and economic development assistance and to require said commissioner and secretary to streamline the registration process.
