Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Subsection (a) of section 9-135 of the general statutes is repealed and the following is substituted in lieu thereof (Effective upon certification by the Secretary of the State of the vote approving the constitutional amendment concerning no-excuse absentee voting): (a) Any elector eligible to vote at a primary or an election and any person eligible to vote at a referendum may vote by absentee ballot.
