512 AN ACT CONCERNING SUPPLEMENTAL PAYMENTS UNDER THE CONNECTICUT ENERGY ASSISTANCE PROGRAM.

714 Be it enacted by the Senate and House of Representatives in General Assembly convened:

9-Section 1. (Effective from passage) Each electric distribution or gas company that receives, on behalf of any of its customers, payments under the Connecticut energy assistance program during the federal fiscal year ending September 30, 2012, shall deduct an amount equal to such payments from the customer's delinquent account if such deduction is not otherwise made pursuant to subdivision (4) of subsection (b) of section 16-262c of the general statutes. Any such deduction shall be made in the billing cycle immediately succeeding the date on which such company receives a payment from the Connecticut energy assistance program on behalf of such customer. In no event shall the deduction of any amounts pursuant to this section result in a credit balance to the customer's account. The cost of customer account deductions made pursuant to this section shall be paid through the normal rate-making procedures of the Public Utilities Regulatory Authority for a gas company and through the systems benefits charge for an electric distribution company.

(Effective from passage) Each electric distribution or gas company that receives, on behalf of any of its customers, a payment under the Connecticut energy assistance program during the 2012 calendar year that supplements the program benefit available to a similarly situated household on March 15, 2012, shall deduct an amount equal to such supplemental payment from the customer's account if such deduction is not otherwise made pursuant to subdivision (4) of subsection (b) of section 16-262c of the general statutes. The cost of customer account deductions made pursuant to this section shall be paid through the normal rate-making procedures of the Public Utilities Regulatory Authority for a gas company and through the systems benefits charge for an electric distribution company.
