AN ACT CONCERNING A STUDY ON THE WAIVER OF FINES AND PENALTIES FOR CERTAIN BUSINESS REGULATION VIOLATIONS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) On or before January 1, 2013, the Departments of Economic and Community Development, Energy and Environmental Protection and Public Health shall jointly submit a report to the General Assembly, in accordance with the provisions of section 11-4a of the general statutes, with recommendations for legislative changes to allow each of said agencies to abate any civil penalty or fine assessed by the agency after July 1, 2013, on a Connecticut business for a first-time violation of a regulation or statute when such business takes full remedial measures not later than thirty days after such assessment.
This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:
To permit businesses to remediate regulatory violations without penalty if such violations are remediated in a timely manner.
