To permit the State Elections Enforcement Commission to investigate and initiate a proceeding of any registrar of voters guilty of misconduct, wilful and material neglect of duty or incompetence, to adjust the appointment process and terms of members of such commission, to provide that notice of removal from a registry list may be sent to committed felons in care of Department of Correction, to require the registrars of voters to verify as accurate any address of an applicant for an absentee ballot that differs from the applicant's address on the registry lists, to require enhanced training of registrars of voters and town clerks with regard to submission of official returns and to require town clerks to submit district maps in electronic format and to electronically file official returns, when possible.

To remove the requirements for telecommunications providers and telephone companies to file certain tariffs with the Public Utilities Regulatory Authority, to clarify for telecommunications companies when a document is considered filed, to eliminate the need for certain paper versions of filings and notifications, to clarify when audits are required, to change the process for withdrawal by a telephone company from providing a telecommunications service, to clarify the state's authority to regulate interconnected voice over Internet protocol service, to review certain video providers, to ensure funding for certain programming, to identify how certain funds provided for public access programming may be allocated, to enable out-of-state technicians to perform electrical work in the state during certain emergencies and to expand the areas in which telecommunications towers may be located.

To require that each community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority provide an option for customers to buy any equipment for which such company or holder currently charges a monthly fee, and to require that each telephone company, community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority clearly identify pricing options on the web site of any such company or holder and on certain written materials.
