AN ACT CONCERNING THE PROVISION OF HEALTH CARE TO THE STATE'S PRISON POPULATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 319v of the general statutes be amended to require the Commissioner of Social Services, in consultation with the Commissioner of Correction, to (1) take such steps as are necessary to ensure that all persons who are incarcerated in state prisons and eligible for Medicaid coverage are enrolled in the program; (2) bill the Medicaid program for the cost of medical services provided to Medicaid-eligible inmates, with provider reimbursement rates not to exceed one hundred ten per cent of the federal Medicaid reimbursement rate; and (3) improve state technology systems used in billing for the cost of medical care provided to persons incarcerated in state prisons. Statement of Purpose: To reduce the medical costs incurred in treating the state's prison population.
