AN ACT CONCERNING GRIEVANCE COMMITTEES IN NURSING HOME FACILITIES. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2012) (a) Each nursing home facility, as defined in section 19a-521 of the general statutes, shall establish (1) a grievance policy to ensure that resident grievances are resolved in a timely manner, and (2) a grievance committee pursuant to subsection (b) of this section. The grievance policy shall allow residents of the nursing home facility to elect to have grievances resolved by the grievance committee. If a resident presenting a grievance does not elect to have the grievance resolved by the grievance committee, the administrator of the nursing home facility shall resolve the grievance in a timely manner.

(b) Each nursing home facility shall establish a grievance committee consisting of two employees of the nursing home facility appointed by the nursing home administrator and one resident elected annually by the residents of the nursing home facility. The grievance committee shall (1) review and suggest changes, as necessary, to the grievance policy, and (2) resolve grievances that residents elect to have resolved by the grievance committee in a timely manner.
