2424 AN ACT CONCERNING THE ESTABLISHMENT OF COMMUNITY-BASED SOCIAL SERVICES.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective July 1, 2012) (a) The Commissioner of Social Services shall, within available appropriations and to the extent permitted by federal and state law, develop and implement a pilot program providing for community-based delivery of social services in urban cities of sixty thousand or more residents.

3030 (b) The commissioner may provide grants to public or private entities to assist with the development and implementation of such program.

3232 (c) Not later than August 1, 2012, the commissioner shall publicize the pilot program and seek letters of interest from eligible municipalities. The commissioner shall work with any interested municipality to develop a model whereby certain social services, as determined by the commissioner, shall be offered by the municipality or a nonprofit agency located within the municipality. Such model shall (1) emphasize door-to-door, neighborhood center-based, school-based and agency-based case work, outreach and organization; and (2) serve as a model for diverting state funding and authority to municipalities to deliver social services to residents.

3434 (d) The commissioner shall apply for any waivers of federal law necessary to implement the program. The commissioner shall submit such waiver application for legislative review, in accordance with section 17b-8 of the general statutes, before filing it with the federal government.

3636 (e) The pilot program shall commence July 1, 2012, and conclude July 1, 2014. Not more than ninety days after completion of the first year of the program, the commissioner shall submit a report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to children, human services, health and appropriations regarding the effectiveness and cost efficiency of the community-based model and recommendations on whether the legislature should permanently implement such model.

3838 (f) The commissioner shall adopt regulations, in accordance with the provisions of chapter 54 of the general statutes, to implement and manage the model program and assure the health and well-being of consumers who receive social services through such program. Any regulations shall address accountability and liability issues regarding municipal oversight of social service programs.
