2424 AN ACT ESTABLISHING A PILOT PROGRAM TO IMPLEMENT AN ELECTRONIC PRESCRIBING SYSTEM AND DEVELOP A STANDARDIZED PRIOR AUTHORIZATION FORM.

2828 Section 1. (Effective October 1, 2012) (a) The Commissioner of Public Health shall, within available appropriations, develop and implement a pilot program establishing an electronic prescribing system to allow the electronic generation and transmission of prescriptions between health care providers and pharmacists, as provided in section 19a-25b of the general statutes. The pilot program shall include, but not be limited to, the: (1) Development of messaging capabilities to alert a health care provider when a patient is prescribed a drug that is duplicative or contraindicated or fails to timely refill a prescription for a maintenance drug; (2) development of a standardized form to be used by all health insurance companies to obtain prior authorization for a prescribed drug irrespective of whether the request for prior authorization is transmitted electronically or using a paper format; and (3) provision of hardware, software and connectivity capabilities for health care providers.

3030 (b) Not later than October 1, 2013, the Commissioner of Public Health shall evaluate the pilot program established pursuant to subsection (a) of this section to ascertain specific improved health outcomes and any cost efficiencies achieved. Not later than thirty days after the completion of such evaluation, the commissioner shall report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to public health concerning the evaluation of such program. The pilot program shall terminate on the date that the commissioner submits such report or January 1, 2014, whichever is later.
