AN ACT CONCERNING GEOGRAPHIC INFORMATION SYSTEMS DATA SHARING.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) On or before January 1, 2013, and quarterly thereafter, each electric company and electric distribution company, as defined in section 16-1 of the general statutes, shall file with the Public Utilities Regulatory Authority an updated electronic copy of any geographic information systems or geospatial information systems data set for such electric or electric distribution company's service area. Any such data set shall identify any right-of-way or easement and such electric or electric distribution company's electric distribution infrastructure including, but not limited to, utility pole data. Such utility pole data shall identify pole ownership, identification number, coordinated location, attached lighting and lighting use classification, installation date and the location of any pole-mounted transformer or circuit.

(b) Upon request of the geographic information systems or geospatial information systems analyst or coordinator, or any equivalent official, of any municipality or any regional planning agency, regional council of elected officials or regional council of governments, as described in section 16a-4a of the general statutes, the authority shall provide to any such analyst, coordinator or official any geographic information systems or geospatial information systems data set for such municipality or area served by such regional planning agency, regional council of elected officials or regional council of governments filed with the authority by an electric or electric distribution company. Such data set shall be used by such municipality, regional planning agency, regional council of elected officials or regional council of governments for internal use only.

(c) Any geographic information systems or geospatial information systems data set filed with the authority or provided to any municipality, regional planning agency, regional council of elected officials or regional council of governments pursuant to this section shall not be subject to disclosure under the Freedom of Information Act, as defined in section 1-200 of the general statutes.

To require electric and electric distribution companies to share certain geographic information systems data with municipalities.
