1224 AN ACT CONCERNING CABLE TELEVISION EQUIPMENT AND THE DISCLOSURE OF RATES FOR CERTAIN SERVICES OFFERED BY TELEPHONE AND CABLE COMPANIES.

1426 Be it enacted by the Senate and House of Representatives in General Assembly convened:

16-Section 1. (NEW) (Effective October 1, 2012) (a) Each community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority, as defined in section 16-1 of the general statutes, shall make available for purchase to any customer of such company or holder any equipment necessary for such customer to utilize the community antenna television service or video service provided by such company or holder to such customer, provided such purchase is permitted under federal law.

(NEW) (Effective October 1, 2012) Each community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority, as defined in section 16-1 of the general statutes, shall make available for purchase to any customer of such company or holder any equipment necessary for such customer to utilize the community antenna television service or video service provided by such company or holder to such customer.

18-(b) No such company or holder shall refuse to provide community antenna television service or video service to any customer that uses equipment provided to such customer by any third party to utilize such service, provided such equipment does not violate any requirement or standard established by the Federal Communications Commission or any applicable federal law.

20-Sec. 2. (NEW) (Effective from passage) Each telephone company, community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority, as defined in section 16-1 of the general statutes, shall display on such company's or holder's Internet web site information describing each available tier of service offered by such company or holder. Such information shall be clear, concise and understandable and shall include the monthly cost and programming included for each tier of service.
30+Sec. 2. (NEW) (Effective from passage) Each telephone company, community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority, as defined in section 16-1 of the general statutes, shall list, in plain language, on such company's or holder's Internet web site and on any written material identifying the services offered by such company or holder the cost of each such service. Such list shall identify the different pricing options available for each such service under any service package or bundle option offered by such company or holder.

55+To require that each community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority provide an option for customers to buy any equipment for which such company or holder currently charges a monthly fee, and to require that each telephone company, community antenna television company, holder of a certificate of cable franchise authority and holder of a certificate of video franchise authority clearly identify pricing options on the web site of any such company or holder and on certain written materials.
