AN ACT CONCERNING THE USE OF BOND PROCEEDS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to prohibit the use of bond proceeds to pay for operating expenses.
Statement of Purpose:
To ensure that the state is not borrowing money to cover daily expenses.
