23 | 23 | Be it enacted by the Senate and House of Representatives in General Assembly convened: | |

25 | 25 | That section 17b-99 of the general statutes be amended to require the Commissioner of Social Services to enter into a contract for the establishment of a fraud detection and prevention system for the Medicaid program and the Children's Health Insurance Program. Such system shall include but not be limited to: (1) Maintenance of a regularly updated data base of providers to help prevent improper payments to deceased, sanctioned or retired providers; (2) technology that (A) tracks billing and other patterns indicative of fraud, (B) flags suspicious activity for additional review and verification before payment is made, and (C) captures data necessary to refine the technology based on need; and (3) models of contractor reimbursement and performance guarantees that ensure that savings generated by the implementation of such system exceed costs. | |
