2121 AN ACT CONCERNING CIVIL PROCESS THAT IS FILED FOR A MALICIOUS PURPOSE OR TO HARASS AN INDIVIDUAL.

2323 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2525 That the general statutes be amended to establish standards that (1) limit the ability of a person, who has been convicted of a crime, to file a civil action against the victim of such crime or otherwise utilize civil process to harass the victim of such crime; and (2) limit the ability of a person to file a civil action against a defendant when three or more prior actions filed by such person against the same defendant have been dismissed on grounds that such actions were frivolous, malicious or failed to state a complaint upon which relief could be granted.

2929 To protect crime victims and individuals against whom multiple civil actions have been filed and dismissed, by establishing standards for plaintiffs who initiate civil actions against such victims and individuals, and to make standards concerning subpoenas in civil actions against crime victims applicable to all plaintiffs, rather than limiting such provisions to pro se litigants as currently provided.
