AN ACT CONCERNING MANSLAUGHTER WITH A MOTOR VEHICLE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That part IV of chapter 952 of the general statutes be amended to provide that a person is guilty of manslaughter in the first degree with a motor vehicle, punishable as a class B felony, when the person, while operating a motor vehicle, is typing, reading or sending text or a text message with or from a mobile telephone or mobile electronic device, or under the influence of intoxicating liquor, and thereby causes the death of another person while having any amount of a controlled substance in the person's blood, except as authorized under chapter 420b of the general statutes. Statement of Purpose: To increase the penalty for manslaughter with a motor vehicle when the operator of a motor vehicle causes the death of another person while the operator is typing, reading or sending text or a text message, or while the operator is under the influence of alcohol, if the operator has any trace of a controlled substance in his or her system.
