| 25 | 25 | That part IV of chapter 952 of the general statutes be amended to provide that a person is guilty of manslaughter in the first degree with a motor vehicle, punishable as a class B felony, when the person, while operating a motor vehicle, is typing, reading or sending text or a text message with or from a mobile telephone or mobile electronic device, or under the influence of intoxicating liquor, and thereby causes the death of another person while having any amount of a controlled substance in the person's blood, except as authorized under chapter 420b of the general statutes. | |
