714 Be it enacted by the Senate and House of Representatives in General Assembly convened:

9-Section 1. (Effective July 1, 2013) (a) The Commissioner of Consumer Protection shall conduct a study regarding home improvement contractors registered pursuant to chapter 400 of the general statutes.
16+Section 1. (Effective July 1, 2013) (a) The Commissioner of Consumer Protection shall conduct a study regarding: (1) Home improvement contractors registered pursuant to chapter 400 of the general statutes, and (2) landscapers.

11-(b) The study conducted pursuant to subsection (a) of this section shall include, but not be limited to: (1) Whether home improvement contractors should be tested and licensed, instead of registered, by the Department of Consumer Protection, (2) what problems, if any, exist with the current system of registration of home improvement contractors, (3) a survey of how other states permit or license home improvement contractors, and (4) recommendations, if any, for improvement of the current system of registration of home improvement contractors in this state.

1320 (c) Not later than July 1, 2014, the Commissioner of Consumer Protection, in accordance with section 11-4a of the general statutes, shall report the results of the study conducted pursuant to subsection (a) of this section to the joint standing committee of the General Assembly having cognizance of matters relating to consumer protection and occupational licensing.
