AN ACT CONCERNING THE RETENTION OF STUDENTS IN GRADE THREE WHO ARE UNABLE TO DEMONSTRATE PROFICIENCY IN READING.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That chapter 163c of the general statutes be amended to require local and regional boards of education to retain any student in grade three who is unable to demonstrate proficiency in reading on the reading assessments described in section 10-14t of the general statutes.
Statement of Purpose:
To promote literacy by grade three.
