AN ACT CONCERNING HYDRAULIC FRACTURING.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) define hydraulic fracturing and hydraulic fracturing waste, (2) prohibit the disposal of hydraulic fracturing waste in the state, and (3) impose a moratorium on the use of hydraulic fracturing in the state until the Connecticut Council on Environmental Quality advises that federal or state laws or regulations are sufficient to protect public health.

Statement of Purpose: 

To protect public health and ensure that hydrocarbon resources are developed responsibly.
