AN ACT CONCERNING THE DISPROPORTIONATE AND INAPPROPRIATE IDENTIFICATION OF ENGLISH LANGUAGE LEARNER STUDENTS AS REQUIRING SPECIAL EDUCATION DUE TO READING DEFICIENCIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 10-76kk of the general statutes be amended to include students whose primary language is not English.
Statement of Purpose:
To ensure that English language learner students are not disproportionately and inappropriately identified as requiring special education due to reading deficiencies.
