AN ACT CONCERNING COLLEGE SCHOLARSHIPS AND COUNSELING FOR CHILDREN OF CAPITAL MURDER VICTIMS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require (1) the Commissioner of Education to award scholarships to each student admitted to an institution of higher education who is a resident of this state and the child of a victim of a capital felony or the class A felony of murder with special circumstances, and (2) the Office of Victim Services, or, on review, a victim compensation commissioner, to order that psychiatric, psychological and social services and social rehabilitation services be provided to any child of the victim of a capital felony or the class A felony of murder with special circumstances upon the request of such child. Statement of Purpose: To provide college scholarships and counseling to children of capital murder victims.
