AN ACT CONCERNING COURT ORDERED OUTPATIENT PSYCHIATRIC TREATMENT. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 801a of the general statutes be amended to authorize a probate court to issue orders for outpatient psychiatric treatment for any person who (1) is found by clear and convincing evidence to have a mental illness, based on a clinical determination, (2) is unlikely to survive in the community without supervision, (3) has a history of noncompliance with treatment, (4) is unlikely to voluntarily participate in outpatient treatment, and (5) is likely to cause serious harm to himself, herself or others. Statement of Purpose: To authorize a probate court to issue orders that require persons meeting certain criteria to undergo outpatient psychiatric treatment.
