AN ACT CONCERNING THE USE OF RECYCLED ASPHALT ROOFING SHINGLES IN ROAD PAVING MATERIALS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective July 1, 2013) The Commissioner of Transportation, in consultation with the Commissioner of Energy and Environmental Protection, shall develop a plan to encourage the use of recycled asphalt roofing shingles in road paving materials used for state highways. Not later than February 1, 2014, the Commissioner of Transportation shall submit such plan, including recommendations for any necessary statutory change, to the joint standing committees of the General Assembly having cognizance of matters relating to transportation and the environment.
This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:
To expand recycling by using asphalt roofing shingles in road paving materials.
