AN ACT CONCERNING FUEL-EFFICIENT VEHICLES AND THE MINIMUM VEHICLE OCCUPANCY REQUIREMENTS OF THE STATE'S HOV LANES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended (1) to establish a program exempting certain fuel-efficient vehicles from the minimum vehicle occupancy requirements for operation of a motor vehicle in the state's high occupancy vehicle lanes, provided the operator of any such fuel-efficient vehicle pays an annual user fee of twenty-five dollars to participate in such program, and (2) to provide that any funds collected by the operation of such program shall be dedicated toward maintenance of the state's transportation infrastructure.

Statement of Purpose:

To provide an incentive for drivers to purchase fuel-efficient vehicles, to reduce traffic congestion and to increase funding for maintenance of the state's transportation infrastructure.
