2421 AN ACT CONCERNING THE REGIONAL CONSOLIDATION OF CERTAIN FUNCTIONS OF ELECTION ADMINISTRATION.

2623 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (Effective from passage) (a) The Secretary of the State shall review election administration functions performed by municipalities, including, but not limited to, (1) maintenance of voter registration lists, (2) training of poll workers, and (3) maintenance of voting tabulators, to determine whether such functions can be consolidated and performed on a regional, multiple municipality basis. The Secretary shall consider whether any such functions may be consolidated while still maintaining the integrity of the election process and if consolidation of any such services may result in monetary savings for municipalities or the state.

30-(b) Not later than January 1, 2014, the Secretary shall report, in accordance with the provisions of section 11-4a of the general statutes, findings and determinations associated with the review conducted pursuant to subsection (a) of this section to the joint standing committee of the General Assembly having cognizance of matters relating to elections. The Secretary shall include in such report any recommendation for (1) consolidation of services described in subsection (a) of this section, and (2) legislative changes necessary to implement any such consolidation.
