AN ACT CONCERNING SEXUAL ASSAULT OF A PERSON WHO IS PHYSICALLY HELPLESS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 53a-65 of the general statutes be amended to change the definition of "physically helpless" with respect to a sexual assault offense to include any physical or intellectual disability that renders a person unable to verbalize lack of consent to sexual contact.

Statement of Purpose: 

To change the definition of "physically helpless" with respect to a sexual assault offense to include any physical or intellectual disability that renders a person unable to verbalize lack of consent to sexual contact.
