2525 AN ACT CONCERNING PLANNING AND ANALYSIS OF ANY PROPOSED STATE PROJECTS COSTING OVER FIFTY MILLION DOLLARS.

2727 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2929 That the general statutes be amended to require, for any state-sponsored project in excess of fifty million dollars, the state agency having cognizance over such project shall establish a detailed plan for the project, including any required capital outlays, any future annual operating expenses, and any projection of additional revenue generated by the project. The agency shall also contract with an independent, nongovernmental entity to perform an independent analysis of the project. The independent analysis shall include all comparable alternative investments to the state sponsored project. Said projects shall be subject to a public hearing with the Finance, Revenue and Bonding Committee and any other pertinent committees of cognizance. At least three business days before said public hearing, the detailed report from the agency, along with independent analysis and any other pertinent information regarding said project, shall be made available to the public and the legislature for review. The committees of cognizance and the General Assembly shall be required to vote on said project and the approval of the project allocation by the State Bond Commission shall be a separate item on the State Bond Commission agenda.
