AN ACT CONCERNING THE ESTABLISHMENT OF SPECIAL REGIONAL SCHOOL DISTRICTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That, notwithstanding the provisions of section 10-240 of the general statutes, title 10 of the general statutes be amended to establish special regional school districts that shall (1) be governed by a special regional board of education, established and elected in accordance with the provisions of 10-46 of the general statutes, and (2) enter into cooperative arrangements with other school districts to fill any available seats in accordance with the Open Choice Program, pursuant to section 10-266aa of the general statutes. The special regional school districts shall be established as follows: (A) The Special Regional School District of Bridgeport shall include the towns of Bridgeport, Fairfield, Stratford and Trumbull; (B) the Special Regional School District of New Britain shall include the towns of New Britain, Berlin, Farmington, Newington and Plainville; (C) the Special Regional School District of New Haven shall include the towns of New Haven, East Haven, West Haven, North Haven, Hamden and Woodbridge; (D) the Special Regional School District of New London shall include the towns of New London, Groton and Waterford; (E) the Special Regional School District of Waterbury shall include the towns of Waterbury, Middlebury, Naugatuck, Prospect, Plymouth, Wolcott and Watertown; and (F) the Special Regional School District of Windham shall include the towns of Windham, Chaplin, Columbia, Franklin, Lebanon, Mansfield and Scotland. 

Statement of Purpose: 

To continue to integrate public schools in the state to meet the goals of the 2008 stipulation and order for Milo Sheff, et al. v. William A. O'Neill, et al., and to reduce costs by reducing the number of school districts in the state.
