2929 AN ACT CONCERNING A STUDY OF THE FOUNDATION LEVEL OF THE ECS FORMULA.

3131 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3333 That the Department of Education conduct a study regarding the foundation level for the equalization aid grant under section 10-262h of the general statutes. Such study shall (1) analyze the demographic, economic and education cost factors as they relate to establishing an appropriate foundation level, and (2) review the allocation of education costs and staff ratios in order to analyze efficiencies and effectiveness. To further require the Department of Education to develop criteria, based on the findings of such study, for recommendations for the periodic increase in the foundation level to reflect the costs of educating public school students in the state.
