23 | 23 | Be it enacted by the Senate and House of Representatives in General Assembly convened: | |

25 | 25 | That chapter 323 of the general statutes be amended to require the Commissioner of Correction, within available appropriations, to establish (1) a nursery facility for the placement of children born to detained women at the Connecticut Correctional Institution, Niantic, and (2) eligibility criteria for the placement of children at such nursery facility, which criteria may include, but need not be limited to: (A) Limiting eligibility to detained women who were pregnant when such detention began and whose child was born to them during such detention, (B) limiting eligibility to women whose detention does not exceed eighteen months, and (C) requiring participants to comply with any program, education, counseling or other participation requirements established by the commissioner. | |
