Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) (a) There is established a task force to study the scope of practice of dental hygienists. Such task force shall (1) review the scope of practice for dentists and dental hygienists, (2) consider potential changes to the scope of practice for dental hygienists, (3) review education, examination and training requirements for dental hygienists, (4) consider potential changes to such education, examination and training requirements, and (5) consider the potential licensure and scope of practice for an advanced dental hygiene practitioner or another mid-level dental professional. (b) The task force shall consist of the following members: (1) One licensed dental hygienist appointed by the speaker of the House of Representatives; (2) One licensed dentist appointed by the president pro tempore of the Senate; (3) One representative of an institution of higher education dental hygiene program appointed by the majority leader of the House of Representatives; (4) One representative of a public health facility appointed by the majority leader of the Senate; (5) One representative of a nursing home facility appointed by the minority leader of the House of Representatives; (6) One licensed physician experienced in the area of dental medicine or dental surgery appointed by the minority leader of the Senate; (7) The Commissioner of Public Health, or the commissioner's designee; and (8) A representative of the Connecticut State Dental Association and a representative of the Connecticut Dental Hygienists' Association, who shall be appointed by the Governor. (c) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority. (d) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairperson of the task force from among the members of the task force. Such chairperson shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section. (e) Not later than December 1, 2014, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to public health, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or December 1, 2014, whichever is later.
