AN ACT CONCERNING THE SAFE USE OF ELECTRONIC DEFENSE WEAPONS BY POLICE OFFICERS. 

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2013) Not later than October 1, 2013, the Police Officer Standards and Training Council established under section 7-294b of the general statutes shall establish policies and guidelines for the use of electronic defense weapons, as defined in section 53a-3 of the general statutes, by police officers in the discharge of their official duties. On and after January 1, 2014, each police basic or review training program conducted or administered by the Police Officer Standards and Training Council, the Division of State Police within the Department of Emergency Services and Public Protection or a municipal police department shall provide training to police officers in the use of electronic defense weapons in accordance with the policies and guidelines established by the Police Officer Standards and Training Council pursuant to this section. Such training shall include, but need not be limited to, instruction on (1) the capabilities and limitations of electronic defense weapon technology in terms of its effectiveness, (2) the effects that the use of an electronic defense weapon may have on a person, including, but not limited to, adverse medical effects, and (3) the parts of the body that should not be a target of electronic defense weapon use.
