2121 AN ACT ESTABLISHING LIMITS ON ADMINISTRATIVE COSTS IN PUBLIC HIGHER EDUCATION.

2323 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2525 That title 10a of the general statutes be amended to (1) require the Board of Regents for Higher Education and the Board of Trustees for The University of Connecticut to develop a plan to reduce administrative costs as a percentage of operating expenses by not less than five per cent for the budget adopted for the academic year beginning in the fall of 2014 and to limit annual increases in such costs to not more than the general rate of inflation, (2) (A) prohibit any constituent unit from (i) creating a new administrative position, or (ii) filling the vacancy in or renewing a contract for any senior administrative position, without the approval of the relevant governing board, and (B) require such governing board to approve the salary, benefits and all forms of compensation for any individual hired to fill such new or senior administrative position, and (3) require each constituent unit to submit, prior to adoption, its annual operating budget to the joint standing committees of the General Assembly having cognizance of matters relating to higher education and appropriations, which shall hold a joint public hearing on each budget.
