| 25 | 25 | That section 52-259b of the general statutes be amended to provide that prior to waiving court fees in any action filed by an individual against a municipality, public official or the state, other than a habeas corpus writ, the court shall review merits of the action and shall not waive the payment of court fees unless the court makes a determination that such action is not vexatious, provided that in the event the court denies an application for a fee waiver, the individual may appeal such denial to the Superior Court. | |
